Shortstop and Mad Milk make for a great team-oriented style of play, but if you're looking to play seriously, stick with the Scattergun. It forces you into more of a hit and run/guerrilla style of gameplay, since straight up ambushing is vastly inferior to stock. Likewise, it's tight spread at medium range is sort of countered by losing your damage ramp up, and if I recall the Shortstop does not give you the same bonus damage ramp up the Scattergun has. Close up, you're still doing much less damage per shot, you only have four shots, and that shove doesn't actually help you actively kill enemies.

That being said, it's kinda hard to deny that you're just not gonna have as much of an impact with the Shortstop compared to the Scattergun or even the Soda Popper. The tight spread of the thing frees up your secondary slot for Mad Milk without gimping your range for not having a pistol, and Mad Milk makes damn near every primary Scout has worth toting around. The weird little push Valve gave it isn't great, but it actually does let you control exactly how close you want to be to your enemies, and a quick shove can give you enough breathing room to either confront or escape them as you please. It fires fast, it reloads all four shots in just about a second and a half, and it has some ridiculously tight spread, to the point where it's actually shockingly good at medium range. That being said, for less serious play like Casual mode (and maybe Highlander where Scout tends to dominate a little less?), the Shortstop is actually kinda nifty. It's too niche, and it lacks the absurd burst the Scattergun has.

While I can't really speak for comp league/6s play, given how crazy powerful the Scout is and how strong and versatile the Scattergun remains, I don't really think the Shortstop has much of a purpose for truly serious play.
